The village of Slupcane is the largest village in the municipality with both the number of citizens and the number of households, meaning a village where we need to solve at least the biggest problems as quickly as possible. Together with you and other state bodies and foreign donations in this village, with the realization of several projects, we have finally started to solve several problems, and that is to improve the infrastructure: we have completed the construction of fecal sewerage, construction of roads, we are nearing solving drinking water, better conditions in primary school. But because of the above projects that we realized and for which large financial resources were needed, which are a priority, until now we could not solve another big problem. And that is, the problem with the atmospheric waters in the village of Slupcane, right on the risky place where the realization of this proposed project is envisaged - Construction of an atmospheric collector in the village of Slupcane, Lipkovo municipality, where it should be emphasized that in the end this collected water, through this atmospheric collector, with this project is planned to be poured into the built riverbed of Slupchanska river, according to all standards, which as provided in the project except the construction of the atmospheric collector and the construction of the retaining wall and the street. Currently the situation is so scary and risky, because whenever there is more rain, the municipality, the local community, the management of the primary school "Faik Konica", teachers and representatives of the neighborhood, we are in regular contact, first the students from first grade to third class that hold classes on this move, never let them go home, also of course people do not look outside for any needs, because so much water is collected, that from the floods, so far he often brought with him into the river, trees, various plants, animals - cows and others. Therefore, do not let the most difficult thing happen to us - the terrible, taking human life, although we always try to have no people at these moments, except that you can not be sure of that, it is also possible for example for guests to come at that moment, who do not know about the danger - the high risk they have, and there is a great possibility that the most unwanted thing will happen to them. Due to the above, the Municipality has prepared the necessary technical documentation, in order to solve this problem once and for all, so that the risk happens to us the worst will remain in the past. But, now for realization we as a rural Municipality currently can not alone, because we do not have the necessary financial resources, but by accepting this application from you, all together, the assessment is that this big problem will be solved once and for all - risk, vital for the area, from any aspect. For example, the realization will stop the migration abroad, which at the moment can be freely said that we are leaders, but of course it is not for something good, which means the situation is very bad, so by investing in infrastructure, they will invest both domestic and external investors. Condition of the target area The area, v. Slupcane is an area with specific needs, which currently, at a distance of 6 km from the seat of the Municipality, and also in the middle of this village passes the regional road v. Opae - v. Slupcane - v. Alashevce - v. Belanovce - v. Stancic (Border with the Republic of Kosovo), a road that apart connects the Municipality of Lipkovo and the region with Kosovo. Identification of the target group In the area of ​​the village Slupcane, direct users are more than 3789 inhabitants according to the census from 2002, and surely the real number exceeds 5000 inhabitants, because many citizens of this settlement have not yet resolved the status of citizenship and also the number of non registered in the census of 2002 is large, because many are abroad, and indirectly more than 20,000 inhabitants of the Municipality and more than 130,000 inhabitants of the region, because the village Slupcane is a village that connects all other settlements of the Municipality and the region with Kosovo and the south of Serbia, where a large number of people pass, and in the near future and much more, which can be seen from what I have emphasized above. Assessment of the needs and requirements of the target group, ie assessment of direct users / users of the results The needs are great, and the demands not only for this area but also for others, but due to the large number of 3789 users directly, and indirectly more than 130,000, but because the village Slupcane is the largest village, and plus how we mentioned above currently the risk of a catastrophe with human consequences is at a high level
