PROJECT DETAILS

The project refers to Providing equipment for the needs of PCE Pella Hygiene, for winter cleaning and maintenance of local roads and landscaping of public areas, in order to reduce the cost of providing services to the local population. The provided equipment in the future could be used to provide services to the wider region, with special emphasis on settlements in the municipalities of Novaci, Bitola. In addition, such equipment would be of great importance for all the mentioned municipalities for assistance in case of pronounced snowfall in the winter period and in case of impossibility for quick response from the competent services in order to ensure safe road conditions. At the moment, the Municipality, due to the lack of equipment for this purpose, provides the service with the help of using third party services with pre-conducted tender procedures, which further complicates the procedure and the speed of delivery of the services. The activities that will be enabled with the realization of the project can provide service to the population from settlements from several municipalities, Mogila, Novaci, Bitola, Demir Hisar, this project would provide at least 2 new jobs. Pursuant to Article 22 paragraph 1 item 4 of the Law on Local Self-Government ("Official Gazette of the Republic of Macedonia" No. 5/2002), the municipalities, among other things, have competencies in the construction, reconstruction, maintenance and protection of local roads and streets and other infrastructure facilities. At the moment, the municipality of Mogila does not have adequate mechanization for maintaining the road network on its territory and providing safe conditions for its use in winter conditions. Due to a similar situation with a lack of machinery and equipment, neighboring municipalities also face problems in maintaining the permeability of road infrastructure, especially in winter conditions. In order to increase efficiency, these municipalities practice exchange (deviation) of the already minimal mechanization at their disposal in order to enable residents and the business sector safe and efficient maintenance and protection of local and regional roads and streets. In order for the municipality to be able to respond to its competence through the PCE, it is necessary to procure the appropriate equipment and mechanization. Through the procurement of the tractor and the additional mechanization, PCE will be able to take over the services and to timely clean and maintain the roads on the territory of the municipality as well as the neighboring municipalities. This will avoid assigning these obligations to an economic operator, will shorten the preparation time as well as the delivery time of the services.
