Maintaining a clean and healthy environment through the procurement of specialized vehicles for PCE in the municipalities of Lozovo, Demir Kapija, Negotino and Rosoman

Everyone has the right to a clean and healthy environment, but everyone is obliged to promote and protect nature. It is a fundamental civil right whose full and consistent observance is a condition for better health, better quality and longer life of the citizens. Therefore, every citizen is equally obliged to protect, preserve and improve the natural ecosystem. However, the state through the local government, ie the competent bodies, is the one that provides conditions for exercising the right of the citizens to a healthy environment. When it comes to maintaining a clean and healthy environment and its protection, the Vardar planning region, and especially the municipalities of Lozovo, Demir Kapija, Negotino and Rosoman are characterized by alarmingly poor condition that requires much greater engagement and commitment of all institutions, especially utilities. Concrete measures need to be taken urgently to reduce environmental pollution.The realization of the project for regional waste management should be started without delay, ie the regular collection and selection of waste should be started immediately, with the construction of landfills according to all environmental standards, with the cleaning of illegal landfills and with the preparation and implementation of programs. to raise environmental awareness among citizens. It is necessary to improve the communal infrastructure by providing full coverage of the population in the region and to improve the communal services through institutional strengthening. Most of the municipalities in the Varadar planning region have a relatively small budget and face serious communal problems. Although maintaining a clean and healthy environment is everyone's responsibility, the biggest burden is borne by the public utility companies, which are obliged to provide utility services continuously and with quality and to maintain in a functional and correct condition the facilities, equipment and devices. Such is the example with municipalities from Vardar planning region under whose jurisdiction the following public utility companies operate: Public utility company for communal activities and arrangement of construction land in the municipality of Lozovo, "ROSOMAN" in the municipality of Rosoman, "BOSHAVA" in the municipality of Demir Kapija and "KOMUN" in the municipality of Negotino. The municipalities, through the public utility companies, are competent to solve all the communal problems, but due to the fact that they do not have adequate mechanization for their rehabilitation, they are exposed to high costs. For example, the municipality of Rosoman is currently facing serious problems with the maintenance of the water supply network. All settlements in the municipality have an adequate system, but the fact that most of the existing drinking water supply system (over 50%) is older than 50 years and insufficiently maintained and is characterized by large water losses during water transport through it is a problem. Defects that occur in the water supply system are usually repaired manually by the employees of JPKD "ROSOMAN" - Rosoman. Due to that, a longer period is needed, so that the citizens do not have drinking water for a very long time (even more than 24 hours) and to satisfy their basic daily needs. Major defects are repaired by an engaged company that has the appropriate machinery (machine combine), which is necessary for the excavation of canals where the water supply network is located. The repair of large defects takes quite a long time (day - two, and longer). The hired companies usually have large excavators that cause a new problem - damage to streets, roads and pedestrian areas, causing additional anxiety among citizens who after the intervention of the water supply network, must wait for the intervention of the damage. It is alarming that every year almost all neighborhoods face a shortage of drinking water. Due to the extremely low temperatures and the dry summer and autumn period in the municipality of Rosoman, restrictions on water supply are introduced. In the village. Sirkovo needs to change the pipes from a spring called Branica to a collection chamber in the length of about 1100 meters in rural areas, which would provide additional drinking water for 193 households and solve the problem of lack of drinking water in the summer period. The situation is similar with the existing systems for wastewater disposal. For example, common problems faced by the municipality of Rosoman with the sewerage network are injury and cracking of pipes that are located in certain parts at a very shallow depth, and their repair and replacement again requires a specialized vehicle, which unfortunately they do not own. One of the biggest problems in the Vardar planning region is the solid waste management, a process that comes down to its collection, transport and disposal, for which the public utility companies are again responsible. The coverage of the population with the service of collection and disposal of waste among the urban population is 94%, while among the rural population that percentage is 36%. The situation with waste disposal is more than alarming. There is no landfill in any municipality that meets the minimum environmental standards. These are usually places on the outskirts of settlements that are not marked, nor fenced, nor have a security service, and the only thing that indicates that waste is dumped here is the garbage scattered around the road and the unbearable smell. Due to the fact that the municipalities, nor the public utility companies do not own specialized vehicles (eg machine combine) all the waste at the landfill is left and buried, without taking protective measures. Without proper mechanization, the landfills are not cleaned regularly, because they procure a private company for that service, which costs a lot of money annually. The occurrence of fires is inevitable, especially in the summer when the temperatures are higher, which can spread even to the surrounding villages and roads. This is exactly the case in the municipality of Rosoman. The project for regional waste disposal, according to which the construction of regional landfills is envisaged, in which, in addition to the proper disposal of waste, its selection and recycling would be performed, is far from realization. Municipal budgets provide almost no funds for campaigns to raise environmental awareness among citizens. PCE budgets are very small, and the equipment, vehicles and machinery they own are old and non-functional. The Municipality of Demir Kapija has made efforts to improve the communal services and through previous projects has provided equipment for collection of municipal waste in all settlements, including households and the business sector, as well as containers for waste selection. But the current situation is not at all great. They own only one specialized vehicle for collecting and transporting waste. The existing vehicle is owned by the municipality, but was allocated for use by the public utility company "BOSHAVA" by handover. The vehicle has only one compaction roller and it is 7 years old. PCE "BOSHAVA" since 2013 uses the vehicle for waste collection, initially from the settlements of Demir Kapija and Chiflik, daily in areas according to a pre-determined plan. The settlements of Koreshnica and Bistrenci are included in the collection of municipal waste from the end of 2018, once during the working week. There are 5 more settlements left: Przhdevo, Dren, Besvica, Barovo and Celevec, as well as the weekend settlement Doshnica where the waste is not collected by PCE "BOSHAVA", but the residents are forced to transport the waste themselves or throw it in the uncoordinated landfills, leading to the creation of illegal landfills, soil pollution and destruction of the environment. Apart from PCE, there are no other companies in the municipality of Demir Kapija that have a waste management license. The average annual amount of waste generated per capita in Demir Kapija is 218 kg / capita for 2018, but it is the collected amount of mixed municipal waste collected and deposited by PCE "BOSHAVA". For example, in 2016, 805 t of waste was generated from the current and seasonal population in the municipality of Demir Kapija, but the utility company was not always able to serve the entire municipality due to the frequent defects of the existing vehicle, which occur as a result of its age. The utility vehicle does not meet the new needs and for that purpose it is necessary to procure a vehicle for waste collection and disposal with a capacity of 8 mW. The same, even worse is the situation in the municipality of Negotino who need to purchase the same type of vehicle for collection and disposal of municipal waste in order to 100% coverage for waste collection at the municipal level. Waste collection in the municipality and settlements (Timjanik, Dolni Disan, Tremnik, Vojshanci, Pepelishte, Krivolak, Crveni Bregovi and Kurija - a total of 8) is done once a week, but given that the average annual amount of waste in the municipality of Negotino is 32,916 m³ , divided by per capita 1.7 m³, that is not enough. PE "KOMUNALEC" has 4 specialized vehicles for waste collection and 2 tractors and 99 employees. Due to frequent defects of 2 specialized vehicles, which occur as a result of their age and obsolescence, the Utility Company actually works with 2 vehicles with a waste collection capacity of 8 mW each. Due to the insufficient capacity of waste collection vehicles, illegal landfills are still being created in the immediate vicinity of human habitations, which are dangerous hotspots. As a result, the procurement of a specialized communal vehicle for garbage collection is inevitable, for which neither the municipality nor the communal currently has sufficient funds. Maintaining public cleanliness is an environmental, social and health challenge. Garbage is a negative reflection of society when it is treated inappropriately, causing disruption of the aesthetic and visual characteristics of the landscape, environmental pollution and endangering human health. Sweeping and washing of public areas and open spaces of public buildings are activities of public interest performed by public utility companies. It is a continuous process that provides permanent and quality cleaning to ensure a healthy and clean environment. In order to perform the works for maintenance of the public cleanliness, it is necessary for the PCE to have appropriate vehicles and mechanization. But this is a problem for most municipalities. In the XXI century, some public utility companies from the Vardar planning region do not own any machinery and vehicles, while others have too old, dilapidated and non-functional equipment. The municipality of Lozovo is an example of a municipality in which the maintenance of public cleanliness is based only on manual sweeping of streets with the help of brooms by employees of JPKD Lozovo, although it has 2,858 inhabitants and the territory of the municipality is covered with 9.6 km of asphalt streets whose spread is 3.5 km. In this municipality, most of the population is engaged in agriculture which they perform with the help of tractors and others. mechanization, they move from the agricultural fields to their homes and carry part of the land on the asphalt in the form of mud which is later very difficult to sweep. The only salvation in those moments is the rain, which in turn does more harm than good to the paved surfaces. For these reasons, and in order to improve the cleanliness of the streets, which in turn directly affects the life and health of people, the municipality urgently needs to purchase a specialized vehicle with a mounted water tank for washing streets with a capacity of 8,000 liters.
