Pursuant to Article 22 paragraph 1 item 4 of the Law on Local Self-Government ("Official Gazette of the Republic of Macedonia" No. 5/2002), the municipalities, among other things, have competencies in the construction, reconstruction, maintenance and protection of local roads and streets and other infrastructure facilities. At the moment, the municipality of Demir Hisar does not have adequate machinery for maintaining the road network on its territory and providing safe conditions for its use in winter conditions. Due to a similar situation with a lack of machinery and equipment, the neighboring municipalities of Krivogashtani and Krushevo face problems in maintaining the permeability of road infrastructure, especially in winter conditions. In order to increase efficiency, these municipalities practice exchange (deviation) of the already minimal mechanization at their disposal in order to enable residents and the business sector safe and efficient maintenance and protection of local and regional roads and streets. The Municipality of Demir Hisar is responsible for clearing snow from the road on 29 roads (local roads) in a total length of 85 km and streets in 13 settlements in a total length of 20.05 km. Part of this road infrastructure (such as section R1305) are roads that directly connect the Municipality of Demir Hisar with some of the neighboring municipalities (Krushevo). The maintenance (clearing of snow from the road) of the local roads and streets until the winter season 2017/2018, the municipality of Demir Hisar awarded to legal entities (contractors) through public procurement and concluding a contract for maintaining the passability of local roads and streets in winter period. Due to lack of competition, service prices were high and service quality unsatisfactory. The need for quality service at an affordable price ordered the Council of the Municipality of Demir Hisar to make a decision to delegate the person in charge of PCE "Komunalec" in the maintenance of local roads and streets. According to that decision, JKP Komunalec should clean the snow on local roads and streets on the entire territory of the municipality where there is an asphalt road and due to the specificity of the terrain, for cleaning snow on local roads to high mountain settlements are engaged in construction machinery. In order for PCE to respond to the new competence, it is necessary to be equipped with appropriate mechanization and equipment. In addition to the existing truck FAP 1414 with snow plow, tractor FERGUSON 560 with snow plow and construction excavator with loading shovel and snow plow, JKP Komunalec needs to procure at least one more truck with snow plow and salt. With the procurement of new equipment, PCE will be able to independently and fully respond to the given task, ie to meet the needs of public utility companies and the neighboring municipalities of Krushevo and Krivogashtani, which are directly connected to the municipality of Demir Hisar by roads.
