The cultural center "Tosho Arsov is located" in the central city area in Vinica. In the current condition, the building is a set of functions and has an unused space on the ground floor where they are located: cinema hall, stage, auxiliary room with light and a ton of toilets, stairs leading to the first floor and additional unused room. The first floor houses the administrative premises which are currently given to the use of NGOs by the municipality. The building is in very poor condition as internally as well as externally, and at the same time it is a bad image for the city itself, so it is necessary to carry out reconstruction which will modernize the building and get a new look. Despite the fact that the annual program of the municipality is small, the House of Culture and the Terracotta Museum is extensive, there is still a lack of space for implementation of activities, as well as coverage of participants from across the region, primarily to promote the region as a tourist destination. destination with developed cultural tourism in the country and beyond.
