The Municipality of Vevcani is a unit of local self-government located in the Southwest planning region of the Republic of Northern Macedonia, with a total population of 2,433 according to the last official census of 2002 with a total area of ​​35 km2 and one settlement. The municipality of Vevcani is one of the smallest municipalities in the country, with a budget that is not enough even to cover the running costs of the operation, ie one of the financially weakest local governments with the statute of a rural municipality. Vevcani abounds in natural resources and cultural heritage and is a recognizable tourist destination. In September 2019, the "Management Plan for the protected area Monument of Nature Vevchanski Izvori" was adopted, in which the main commitment is protection and promotion of the environment and biodiversity in the protected area. However, as the smallest rural municipality with one settlement, the local self-government faces numerous challenges and difficulties in achieving the adopted strategic goals and its competencies, especially due to the small and limited budget available to the municipality and lack of professional staff. Due to this, the municipality is forced to build the basic infrastructure in order to create quality living conditions for the local population to provide them with funds from the central government, other domestic or international institutions. The construction, reconstruction and modernization of communal infrastructure is the main strategic goal of local government. Through the realization of a large number of projects, a large number of local streets and sewerage lines have been built and reconstructed. Additional investments are needed for construction of new and reconstruction of the existing dilapidated and non-functional sewerage lines in order to obtain a new and functional sewerage system. To achieve these goals, the municipality of Vevcani is making huge efforts to provide funds for the preparation of technical documentation. Necessity of realization of this project is a precondition, because through the project unit in the Ministry of Transport and Communications are provided funds for reconstruction of the road Trafo - Bubanoj - Smolejca which is in terrible condition, very damaged and which could not be reconstructed without first to realize this project proposal, ie as a condition it is necessary to reconstruct the fecal sewer line Trafo - Bubanoj - Smolejca. For these reasons, the realization of this project proposal for "Reconstruction of fecal sewerage on the street Trafo-Bubanoj-Smolejca" - Phase 2, necessary in length of 160 meters, which is in correlation with the construction of the treatment plant in Vevcani, is already partially completed. and part Phase 3 of the total project proposal, as well as Phase 1 for which the application for "Development of areas with specific development needs 2020" has been applied.
