The Municipality of Novaci as a rural municipality with its 752 km2 is one of the largest rural municipalities by area in our country, where the municipality has 41 settlements, all of rural type. Among other competencies, a special problem for the municipality is the legal obligation to provide free transportation to students, which makes students from this municipality face difficulties in exercising their basic right to education. In the municipality of Novaci there is one Central Municipal Primary School and eight regional schools, of which in the village of Bach there is a ninth grade, and the rest are fifth grade. The problem is in providing free transportation for students primarily due to the small number of students and the great distance from the municipal center. The problem becomes even more complicated if you look at the road network in the municipality and it will be concluded that there is no one road that would lead to the municipal center Novaci, ie to the ninth grade school in the village of Bach. Namely, the following are distinguished as special road routes: А. To Slavko Lumbarkovski Primary School in Novaci: - First line from the villages Dalbegovci, Dolno and Gorno Aglarci and Dobromiri to Novaci. - Second line from the villages of Makovo, Rapesh (Armatush) to Novaci. -Third line from the village of Tepavci to the village of Novaci. Third line from Gneotino and Ribarci to the village. Novices. B. To the regional ninth grade school in the village of Bach. - First line from the village of Germijan to the village of Bach. -Second line from the village of Zhivojno (Dobroveni and Brod) to the village. Bach. It should be emphasized that the disinterest of the economic operators-transporters arises primarily from the small number of students where on most lines for 2-3 students a vehicle should be hired for which for 2-3 students and for 10 or more students the costs are the same. , a fact that increases several times the price for transportation per student for the municipality, which receives transportation grants per number of students. The price is also greatly influenced by the fact that there are no local carriers and the transport is performed by carriers from the Municipality of Bitola and due to the so-called "empty" the price increases several times (example for transport in the village Bach the carrier must pass more than 40 km to carry a 5-10 km transport which is recognized as an acceptable cost). Additionally, the problem is further complicated because the municipality of Novaci is forced to transport students to secondary education. Namely, due to the economic disinterest of the transporters, the municipality of Novaci is forced from the smaller villages to transport students in secondary education to Novaci, ie to the village Kremenica, where they are taken over by the transporters hired by the municipality of Bitola and take the students to Bitola where they are educated. in some of the high schools. It is important to emphasize that in Bitola secondary education is provided by all young high school students from the municipalities of Mogila and Novaci because these rural municipalities do not have their own high school centers. In addition to all the above, it is a current and burning problem of the Municipality of Novaci and the Municipality of Mogila, it is also a problem of the Municipality of Bitola because secondary education takes place on its territory and they have the authority to provide free transportation. In terms of providing equal conditions and services for all residents in the region and reducing the disparity between rural and urban centers, the problem of providing timely and functional transportation for these children-students further widens that gap and residents feel even more difficult to realization of social and educational services. In this case, the municipality has difficulty in exercising its responsibilities and the residents do not feel the benefits of the efforts of the authorities to provide equal opportunities and conditions for all residents in providing social and educational services. This project contributes to solving the problem and providing conditions for providing social services of regional character.
