(1) Domain population of the target municipalities with a special focus on young people and people at risk, people in a disadvantaged position or people who are excluded from the labor market mostly from NEET Youth. (2) The municipalities of Saraj, Gjorce Petrov, Butel and Čučer Sandevo from NMK and the city of Leskovac and the municipalities of Leskovac, Bojnik, Lebane and Vlasotince from RS - and their local employment agencies/councils/institutions.
