The municipality of Karninci is a rural municipality / areas (Decision for determining the areas with specific development needs in the Republic of Northern Macedonia for the period from 2020 to 2024 number 45-10015 / 1 from 16.12.2019) and is part of the wider regional whole which in natural , economic, social and infrastructural sense has been identified as a region of Eastern Macedonia for several decades. The municipality covers an area of ​​259 km ”with 29 settlements (4 are without inhabitants), with a total population of 4012 and 1640 households. The collection of municipal waste is performed by the municipal public enterprise "Plachkovica" - Karbinci, which stores municipal waste at the municipal shelter (landfill) near the village Karbinci and maintains the landfill with its own machinery (backhoe). The public enterprise is currently collecting municipal waste from 7 villages: Karbinci, Tarinci, Dolni Balvan, Krupiste, Kozjak, Argulica and Radanje, while in other settlements: Kalauzlija, Kepekchelija, Ebeplija, Jonuzlija, Prnalija, Kuchica, Odzalija, Crvulevo, Nov Karaorman, Gorni Balvan and the settlement Vancho Prke in which 790 inhabitants live in 271 households, there is no organized collection of municipal waste. Currently, the collection and transport of municipal waste PE "Plachkovica" - Karbinci is performed with one vehicle tractor and tractor trailer of 2.5 mW, and each user dumps his own waste in barrels and other improvised containers, which due to inadequate and damaged containers waste is wasted time, workers are exposed to unpleasant odors and often the waste falls on them, ie their health is endangered. Waste collection is done once a week which is insufficient and creates an opportunity for opening illegal landfills, environmental pollution and danger to the health of residents of the municipality, but it also creates a huge financial problem because the mechanization is old depreciated and repairs are often made, which leads to irregular collection of municipal waste. On the other hand, the collection, transportation and disposal of municipal waste from households, institutions, business entities and public traffic areas need to be done continuously throughout the year, so in addition to the procurement of: - vehicle tractor with engine power 45 hp / 33 KW, - tractor trailer with a capacity of 4 tons, - plastic waste bins of 120 liters - 1,600 pieces (will be distributed to all households), - metal containers of 1.1 mW - 60 pieces (for waste from public institutions and business entities) , - metal waste bins of 30 liters - 170 pieces (for waste from public areas), there is a need for procurement of appropriate equipment for maintenance of access roads to settlements in the project region: front board for cleaning snow (maintenance of access roads in winter conditions) - solar tractor (maintenance of access roads in winter conditions), and - mulcher (mowing of sidewalks and public areas, pruning of tree branches along roads). From the above, procurement of equipment for collection, transportation of municipal waste (tractor with tractor trailer, bins, containers, bins) and maintenance of access roads and streets (snowboard, tow truck, mulcher) appears as a priority need. Within this project, a campaign will be conducted by the municipality and PE "Plachkovica" - Karbinci to raise public awareness related to uncontrolled dumping and disposal of waste by organizing tribunes and meetings in settlements with the involvement of local media and civil society organizations, as well as strengthening the control by the municipal inspection services on illegal dumping and disposal of waste on illegal landfills and public areas. Waste collection and disposal in accordance with the Law on Environment and the Law on Waste Management is the responsibility of the municipality, which is obliged to organize the collection and disposal of waste throughout the municipality, but due to poor financial capacity the Municipality of Karbinci can not do without financial assistance from state institutions to improve the service for collection and disposal of municipal waste in all settlements. The realization of the project will fully cover the waste collection in all settlements of the municipality, will increase the dynamics of waste collection twice a week, all in order to ensure a healthy environment as an important aspect for creation of competitive planning regions that will be recognized by the good living and working conditions of the population.
