The construction of infrastructure facilities (local streets and roads, etc.) is a big problem for the Municipality of Zelenikovo. Namely, infrastructure facilities cover about 60% of the population, ie the larger settlements in the municipality such as Zelenikovo, Oreshani, Taor, Pakosevo and Novo Selo, are mostly covered, but they are mostly in poor condition. Part of the infrastructure facilities in these settlements was built by the local self-government, but a good part was built in a different period by other institutions, for which there is no project documentation and the like. The existence of project documentation is a precondition for providing funds for construction or reconstruction of infrastructure facilities. The municipality does not have sufficient financial resources for the preparation of project documentation that will refer to the construction of new or reconstruction of existing infrastructure facilities. Also in the settlement Zelenikovo for which there is a valid urban plan, and due to the purposeful (zonal) solution there are no defined construction plots and secondary infrastructure, аccording to the new Law on Urban Planning, it is necessary to prepare urban projects either for infrastructure facilities in and outside the construction area, or for parcelization of construction plots. For that reason, the municipality is applying with a project proposal for preparation of project technical documentation for infrastructure facilities and urban projects in the Municipality of Zelenikovo, so that based on this prepared documentation it can apply for funding from domestic and foreign institutions and organizations.
